Lifeguard presence on Montenegro's beaches is inconsistent — larger organised beaches such as Becici, Slovenska Plaza in Budva, and Velika Plaza near Ulcinj are more likely to have seasonal lifeguards during peak summer (July–August), but many smaller or wilder beaches do not. Never assume a beach is patrolled unless you can see a lifeguard post on arrival.
For families, the safest swimming is in sheltered bays with calm conditions: Petrovac, Becici, and the inner Bay of Kotor (around Herceg Novi and Tivat) all have relatively flat seas. Avoid open-coast pebble beaches on windy days when currents and wave action can be stronger than they look.
Practical tip: Blue Flag-certified beaches (Becici holds this status) meet international standards for water quality and management, and are generally better equipped for family safety. Always supervise children closely regardless of lifeguard presence.
