Wheelchair and step-free access at Montenegro beaches is limited but improving. Becici near Budva has a boardwalk and relatively flat access from the road to the waterline, making it one of the more accessible options on the Budvan riviera. Velika Plaza in Ulcinj — a long, flat, sandy beach — is physically easy to navigate compared to rocky coves, though dedicated accessibility infrastructure (ramps, beach wheelchairs) is not guaranteed.

Many popular beaches involve staircases, steep paths, or boat transfers to reach them: Mogren in Budva requires a walk through a tunnel and down steps; beaches on the Lustica peninsula like Zanjic are best reached by boat taxi or involve a long staircase descent. The Herceg Novi seafront promenade is mostly flat and paved, offering an accessible coastal walk, though the beach areas themselves are pebble or concrete.
